Can the National Grid cope with increasing numbers of people charging their cars?

Yes. The National Grid already has enough capacity to cope with 1.5 million plug-in cars on the road. There are currently around 120,000 so there is no risk forecasted until 2030, at which point there will be a staggered charge programme.
